With the third millennium entering, carrying its contents and guidance, and forming political and economic spaces, it became necessary for all nations to keep up with these scientific developments and strive to build a solid foundation that can compete with the international market and secure its economical sovereignty, and perhaps the only way to achieve this goal is by enhancing the level of education and scientific research especially for the third world countries.
This age has been named the ‘ Genomic age’ given what the scientific evolution has done in molecular biology science field with revolution in its different biological, agricultural, medical, industrial and environmental applications. Various technologies have developed in this field, such as, genetic engineering technology that has created some useful substances as medicine, for example, insulin, vaccines and enhancing crop plants. The scientific progress has also lead the molecular biology field to develop the technology of human, animal and plant tissue plantation and applications, In addition to the technology of studying microorganisms such as, viruses, bacteria, and the usage of the results gained from the researches to protect humans from pathogenic microorganisms. On the other hand, it is important to note the necessity of controlling and surveying these technologies and guiding it to the right path to reduce the damage that can be caused from misuse or default.
In context with most countries seeking to establish research centres that would lay the right and realistic foundations for scientific researches, a Biotechnology Research Centre has been established in the year 2000, that is under the National Research and Development Office, which aims at developing the scientific research in Libya and take advantage of its accessible applications in various biotechnology fields.
From this point we have seen that placing this special manual in the hands of researchers and specialists in the biotechnology Centre, that shows the aims, available capabilities and scientific qualifications would keep up with the scientific evolution and push the wheel of progress in this field, also invite them to work on applying their ideas and proposals in the different fields of biotechnology
